Many predicted that the settlement of the Wall St. scandals would spark a spike in arbitration. Well, that prophecy is coming true: Total cases filed through May were up 22 percent from the same period in 2002, putting 2003 on pace for more than 9,000 broker arbitrations. Failure to supervise, negligence and unsuitable recommendations rank among the most popular charges cited in the suits.
