The Securities and Exchange Commission named Charles Boucher chief information officer director in the Office of Information Technology, where he will direct the Commission's information technology program and systems. Boucher was previously an executive director at Morgan Stanley, where he directed all technology audits for infrastructure, including information security and disaster recovery.
